The permit is not official until the project is able to start. This whole thing is a crazy legal circle. So right now, as I understand it, they are getting permission to take control of their permit. IMO it's a bunch of unnecessary Catch-22 regulation BUT, my main point stands that IF funding is a requirement THEN it is reasonable to assume that new ownership can be challenged during the 15 day window. That's why I say that unless they have some sort of super secret Tesla-goes-Private type funding (what a joke), then the RM is about to happen very soon, because their ability to get this done is probably based on not staying private...
