I'm not sure, and you especially are not sure, whether the amount of the "capital raise" can be kept secret if challenged during the 15 day window since it is a requirement that new ownership must have the money to complete the project. That's why I think they may as well just go public, that way it is not a big secret anymore, and will satisfy all parties.
...and there is the small matter of the 2016 commitment from Korea Dev Bank to loan 1.5B toward FLNGV construction - I believe that is enough to build the 1st of 4 FLNGVs planned.
