This was part of the update yesterday:

I was simply updating with the info I have. SWS are the ones getting the LoI. So I can only go by the info they gave me today - "LoI is out and should be signed this week. Wellington is waiting on them" I'm working on another acquisition that hasn't been discussed, no LoI

LIBE will not be able to acquire SWS until the 2nd company- Altair Equipment is done being acquired by SWS. I am assuming this is part of Wellington's requirement for funding.
I'm not looking for anything to be finalized this week so if you are in need of instant gratification you probably aren't going to get it here. (Yes I know you will take that sentence and run with it. Have at it)
