When you are a company like ADVT, your website is extremely important when it comes to new business deals and attracting new investors. People do research. Your web presence says a lot about your brand and people make judgements if you have a crappy website.
Like I said, it doesn't take much to redesign a website and launch. I work in marketing and have completed this process in less than 2 months for less than 10k.
The fact that they can't do that speaks volumes. IMO
