I agree, the HR announcement was only an internal issue. Hyped by the company or promotion by someone like New Cannibas Ventures.
The dilution has been very painful, hopefully with legalization in October the banking system catches up.
Once banks and institutions can invest safely then we will be seeing a significant increase in share price.
