IF they are looking to become a serious company, and that's unlikely, it seems their plan is a familiar one. Max out he OS on volume generated by a bull$hit PR campaign, then when the product is actually ready, execute a reverse split so that the SS is much better and hope that the new PPS is maintainable to create a legit stock going forward.
