Well ANDI is not entering the cell phone manufacturing business, they are entering just the cell phone part, using one of the chinese manufactures that are likely in your list.
ANDI is getting a phone/phones from a chinese manufacturer and supposedly installing a optimized Android operating system and other apps. So in a nutshell ANDI is offering software via a cell phone for sale :)
