Shorts have to pay margin rates as long as the position is open.
Taxes? No taxes due if they covered (closed the position) at a loss.
If the shorts made a profitable trade (I know, you cannot imagine that happening with TSLA. LOL), they would pay taxes on the capital gain, of the profit.
