The SEC doesn't publish complaint forms unless they're willing to read what someone tells them and take action on any valid complaint.
Since no one knows what I told the SEC, no one has a reason to think that I didn't give them a valid complaint.
If the SEC hasn't taken any visible action against the Greenshift Corporation and Kevin personally, as of today, they could still be asking Kevin questions and waiting for his answers. He hasn't filed the reports, so why would he tell us about official inquiries by the SEC? If a CEO is going to be irresponsible once, he might as well be consistently irresponsible.
.. until he's sentenced for breaking the laws that are enforced by the SEC, of course.
