(with a note suggesting that it can be part of an opioid reduction initiative?)

They must get an overwhelming amount of mail, but an aide might take note and bring it to a senator's or representative's attention.

If the company hasn't done this, it might be worth a go.

Are you contacting local newspapers and political writers? This is a national problem with an at home solution. Talking to reporters is free.

We made a major effort a few years ago. Believe we were ahead of our time. Currently we do not have the time. We will hire a PR firm once cash loosens up. We have a plan with a major hospital group to capture the press’ attention.
