The cost basis in my regular trading account for T is $33.02 at this point given dividend re investments.

I think you can ladder in Muni bonds also in term of duration and a better yield than the T's.
I am keeping much of my powder dry for the next bigger pullback. So far the market seems to ignore the Yuan manipulation and Trump's trade war with Europe and China. We are not big enough to mess with both at the same time. Any war on two fronts is a mistake, especially when the opponents are big.
