Methinks you are incorrect as the SEC gets complaints all the time from anybody and they don't seem to discriminate between "Registered" or "Non-Registered". But do feel free to provide PROOF that was wrong there. ( I do want to learn!)
Fill it out, and (IMO!) there is no way that the SEC would REJECT a complaint. What?, seriously, would they reply with something like "The POS ticker you are complaining about isn't registered with the SEC anymore 'cuz they "de-listed. sorry, yer screwed."
