I realized after my first response, I haven't used a desk top since 2002 and should have kept my trap shut.

I have a ghetto set up of two laptops and sometimes fire up an older third.

You seem to be having a 3rd party usb/wireless issue with win10.
I'd suggest a wired keyboard to get into your system and then the easiest first troubleshooting would be the system restore while keeping the wired keyboard in.
I would normally troubleshoot before restore like Will said. But restore is good for people who don't get their hands dirty with windows or don't care to.

Steps I would have suggested would be take your old devices with dongle to another computer to see if they work, thus eliminating the input devices themselves.
2. If they work, it points to your computer and operating system and possibly the usb and wireless drivers in windows. The fact that the mouse works may mean the keyboard usb/wireless is at fault.
3. A wired keyboard should get the computer up, and then the suggestions would range from restore to device driver control panel and removing and reinstalling all usb drivers. Windows will do this through control panel as a simple wipe and reinstall internally. Windows likely has universal usb drivers for that dongle but may need wireless drivers that would already be on the dongle and windows would find these automatically as well.

You probably remember seeing down at the task bar "windows is installing the drivers for your device" and "your device is ready to use now". Almost every 3rd party anything on the planet comes with a windows qualified auto install program. Younger people don't even know what a driver is any more. Maybe Uber driver, but windows?

Let us know what those other sites come up with if it works out.
