Note even close. I track the daily list pretty closely. 10-20 is typical, I have seen a few go beyond 90 days, but not a lot.

Here is a link to FINRA’s guidance. They only require that they be given 10 days to process prior to the effective date. In addition, they allow 90 days for company responses to questions otherwise they abandon the processing of the application.

So again, assuming the paperwork was submitted back in Feb/March...the delay means that FINRA is asking questions...and that is not good given the issues with some of the preferred issuances.
