I use ihub's L2 for pennies. Etrade pro gives me free L2 but it's better for big boards. Haven't tried any others so can't compare. GLTY

Just message the Support team at TD Ameritrade and tell them that your L2 isn't turned on. They will turn it on for free. At least they did mine.
