The plan was/is to dump shares insiders got for free. The "decimation" is just collateral damage. Still, I'm more inclined to believe this was a third party pump and dump instigated by just a few. The fact that SPCL has been delinquent says they have no more plans for this ticker. It's done.

I’m not sure if management is entirely incompetent, or they planned on decimating shareholders from the start.

A well executed P&D would remain current because the appearance of legitimacy is paramount. Hell, maybe they are incompetent and just suck at running a P&D.
