The way I see it, he's parked there to trade. Like I said MAXM (and PUMA) is in almost every penny deal you look up...but on BIEL he's on one side of the fence, there's a reason why that is.
He's so far out of play at 0.07 to make it insignificant to most watching L2 but my guess he's going in between and getting fills, either short or long.
