It's ok to say "I believe they are" or "they might be" But it's not ok to say they are "most certainly" because that is not true. I think opinions are respected...all of them.... But making your opinion a fact.... is not.... peace!
They have responded to a subpoena...in the JF matter.

What is a subpoena?
It is court-ordered command that essentially requires you to do something, such as testify or present information that may help support the facts that are at issue in a pending case.
I don't see where it assigns guilt or culpability.

It is very clearly stating that they are going to be cooperating with and supplying information to the SEC as part of the investigation. The SEC HAS NOT NAMED OWCP as being investigated.
That is an irrefutable FACT. They are not the subject of any charges or of any investigation. They are providing supporting documentation and any other evidence. But you already know these things.
