It is very clearly stating that they are going to be cooperating with and supplying information to the SEC as part of the investigation. The SEC HAS NOT NAMED OWCP as being investigated.

That is an irrefutable FACT. They are not the subject of any charges or of any investigation. They are providing supporting documentation and any other evidence. But you already know these things.
