A "stop sign" is just an OTC market designation. It has nothing to do with SEC regulations. This Company filed a Form 15 in order to "not" be bound by filing requirements. They are still bound by non disclosure requirements and SEC rules et al. Yes...a Company can still put forth news....but must be diligent as such.
It's still a public Company, therefor it must be bound by said rules.
