Publicly-traded companies pay transfer agents to issue and keep track of their stock. In DEWM's case, the TA is Empire Stock Transfer. Therefore, DEWM's TA is the official source of the number of outstanding shares, even for the company itself.
While other publishers of the OS get their information from various places, including third-parties who keep their own records, OTCMarkets has a program where Transfer Agents can, on a monthly basis, update and verify the official OS, and DEWM has allowed its TA to do so.
Therefore, because the OTCMarkets profile page for DEWM says that the Transfer Agent Verified OS is 2,933,552,401 (note the little shield), then that is the true OS as of 4/19/18.
FWIW, since DEWM's filings at OTCMarkets are unaudited, Moran can pretty much say that the OS is whatever he wants to, but he probably should explain the difference between the number in the reports and the number that the TA has issued.
