Is it plastic or metal. I see the holes on the outside. Does it have drain holes in the bottom. You most certainly can grow potatoes in a bin. Start with the eyes and add waste. It breaks down. You add more waste. The spuds simply grow into the composting matter as you had more matter. Then you dig them out from the bottom.
