Like I've said before, those who want in at a high risk high gain position are in and locked down. Those who want to get in at a lower risk lower gain position are locked on the target and waiting. When financing is announced, big money will be coming fast a furious, with shock and awe. IMO

What the market is or isn’t doing has absolutely zero relevance as to whether financing will happen and a refinery being built; zero, nada, zilch.
