Keeping it simple:

US production is so strong and becoming increasingly so that I'm not seeing any reason whatsoever to put cash to work here.

Offshore drilling happens when there are provable shortfalls coming from onshore. What we have is exactly the opposite. This overrides all other considerations for me.
