It would be per user(teacher and administrator), not student. But, they may have received a package discount.

I wouldn’t be surprised if it is a year long license fee. I can see the district getting it for middle and high school students. Definitely the staff, regardless this is a huge step. When other districts see this they will want it. It’s the perfect time too because there’s not too much time left in the school year. Other districts can see this and adopt it for next school year. Provide PDs for teachers and staff to learn how to use the technology and ideas for usage in the classroom and the school to home relationship.
