That's speculation on my part. Why ETrade refused for months to pay an amount they received from DTCC and had instructions to distribute? Answer: Because the total they had to pay was higher.
Again, it's speculation. Won't know for sure if the documentation is kept restricted. May be related to the reason COR keeps going after the brokers.
