But ... there is no specific mention of past projects, and thus, past success. This all seems to be future -- a new company bidding for work, thus, nothing has been realized. Just a 'pipe dream' about a pipe project, accompanied by weasel words: "they tend to make things happen" (not "do make things happen"); "we are making headway ..." (not, "we can report the following concrete, profit guaranteeing results").

Promises, promises, but nothing ever actually done.
