You are correct. Because site shopping was not on going. They identified a site and I assume commenced the process of due diligence as per my post yesterday (all of which has to be done to obtain a permit... therefore it is part of the permitting process)..

Management did not lie as claimed by some but again, if fellow posters believe they did based on some posts then that is perfectly fine...
