We're in the process of filing our applications for the operating permits with the Wyoming DEQ. We expect to have the permits for the test plant within 60 days ... Robin Eves, Dec. 14 webcast


These two sentences are meant to convey that a site is chosen, and a permit application is ready to go. They are not meant, in any way, to convey that site-shopping is ongoing, or that storm drain analysis is being done, or that the topography is still being analyzed, or anything else that might delay the process.

The fact that Eves followed up these two sentences with the one about testing Indian coal by the end of March, underscores that he meant to convey that everything was in place and ready to go.

Nothing said at the webcast has happened, least of all the milestone quarter we were promised. The effect of the quoted sentences, and the entire webcast, was to mislead shareholders. And that's dishonest, any way you slice it.
