I believe the RS was attached to the Migme “Project Gotham” merger that fell through, because Migme could not raise 1.5 Million for the merger. Since there was no need to RS, it did not happen.
IMO - The only way I see SPCL/PixelMags doing a RS is 1 of 2 reasons; 1: Merger conditions similar to the Migme merger; 2: Float and OS greater than 2 Billion shares ... no Uplisting if there are over 2Billion outstanding & with 200 Million being consumed since the Last 8k while being a ‘Tanted Ticker’. Once the word gets out the OS will most likely be well under 2 Billion.
