False. It is an opinion not a fact. That's because you said there's no interest in the block. Well *I* am interested in the block. I find it very interesting.
Hence, an opinion. Not a fact.
Furthermore, Total may be interested in the block too. Countries announce things only AFTER that interest is consummated in a deal.
But no one can say that there's no interest or deal in the works. That's because a deal in the works does not get announced until after it is consummated.
