I would normally agree; however, Amarin v. ITC docket has a properly censored filing dated and timed 14:40:03 4-5-2018. The time stamp for the document is the ONLY viewable component....the CTO happens shortly after 14:40:03.

IMO it’s very likely the two are directly connected, having just a time stamp for a docket entry is very unusual.
