Seems to pertain mostly to cancer, not brain function. It could have to do with whole body maintenance however. I don't think that it involves cellular homeostasis in the brain.
A similar process has been noted in the brain, that the spaces between neurons are critical to performance. Junk clogging these spaces could be the source of many CNS issues.
