Not sure, there is someone on Twitter saying that BTIG has been a 'roadblock' here for a couple years, historically it's been stuck in the .08 - .14 cent range for quite a long time.....however, it's never had the volume it's had recently either.
Officially insiders must file for 4's, at least company officers and directors, unofficially it seems like insiders are loaded pretty frequently, all across the OTC, especially promoters.
