"What does it tell you?" It tells you that, while this stock was crushed to no bid by rampant dilution, which didn't allow it to convert out whatever CURRENT shares were seeking to be dumped, the A/S needed to be raised for even MORE future dumping. Gasoline on a dumpster fire.
