why did the company say on or about Jan 31st when in fact, they never released anything?

Let's be clear on this.

The company, as far as I can tell, never said that "fins would be released on or about Jan 31, 2017."

If you have proof of this please post the link.

Here's what the company said regarding Jan. 31, 2017:

The Reverse Stock Splits are anticipated to occur on or about January 31, 2017;

The assumption at that time was that in order for any R/S (which totally SUCK btw) to take place, delinquent 2014 and 2015 financials would need to be filed first. (I don't know if that is even true) Hence the action of filing delinquent financials was associated to the Jan 31, 2017 date. (I myself have been guilty of stating this as fact, which it is not.)

In the same 8k the only verbiage specifically pertaining to financial is this:

Item 8.01 Other Events
The Company is currently delinquent in its filings under the Securities Exchange Act of 1934, and, to date, has been unable to file unaudited financial statements of the Company or its Pixel subsidiary in 2016. The Company’s management in working with outside auditors to audit the financial statements of Pixel for 2014 and 2015 and intends to file Form 10-Q Quarterly Reports for the Company and its Pixel subsidiary as soon as is practicable.

So here we are in the final days of the 1st quarter of 2018 and still no financials. The only difference being that now instead of just 2014 and 2015 financials being delinquent, we now also have 2016 and 2017 for a total of 4 years worth of delinquent financials that will supposedly be "released" not necessarily filed, in the "coming" weeks.

It's anyone's guess what "coming" = ?

Once again, I strongly believe that the company never stated that "fins would be released on or about Jan 31, 2017."

If you have the link to that statement please post it for all to see, otherwise it should not be quoted as fact.
