How are you deciding that?? OTCmarkets might be lying or their site might have been hacked. No official letter about that saying that letter is not given by OTCmarkets. Just one Tweet will not decide everything. They really don't have to send PR and they are not selling shares by putting PR and in fact they are buying shares.
