No. It comes from the fines levied and collected by the SEC under the same specific case tipped by the Whistleblower. The Whistleblower gets paid their portion only after the SEC collects.

And the "taxpayer" does not fund 1 penny of the SEC's operations. 100% of their funding comes from registration fees on new registered share issuances and a small trading fee on securities transactions, with fines making up the rest. In other words, those that use the SEC's services fund it.
