When LVVV was marketing the Energy line, it was also the WORST penny market. Nothing like we are experiencing now... Pennies had a hard time finding $$$ with decent terms and there was no interest in these stocks for years after the financial crisis, so they had to raise money at deflated/interest lacking levels.
