Can someone translate this?

ACS has been using/using SFOR products/IP for years, sold 8 million plus copies and Mark Kay is still working on a deal with ACS for payment? That would mean Mark Kay allowed another company to use his product, make money all without a deal and terms for SFOR?

Please tell me I'm wrong because that would be nuts.
