So the only way we can do is, estimate the current OS count based on two Non-Reporting OTC peer's past one-year trading volumes comparison: the 200-Day average trading volume for VGTL is 2,548,415 shares v.s. the peer has 1,265,017 shares; the AS of VGTL is 2B shares v.s. that peer has 1.5B shares AS; and that peer has the FIXED 592,233,688 shares OS count (no any change since 2010) from its Transparent TA on 02/12/2018, so the OS of VGTL is 2,548,415/1,265,017 * 592,233,688 = 1,193,072,673 or 1.193B shares.
