oh for sure, these guys cannot legally supply anyone but themselves - well, if you remember the proposed regulations say that anyone can share an ounce....but it won't be in an over priced legal store front, no way. LPs got a monopoly on that.
but, if anyone is allowed to grow 4 plants, with no height restrictions, then you got something like this going on, and if certain ACMPR patients are legally allowed to walk around with a pound, and they can legally share an ounce - really starts blurring the line between black market and legal cannabis....
