"Why doesn’t the sellers put the whole kit and kaboddle out there so we can get it over with already."
Because that is not their goal or objective. Their objective is to drive this as low as possible while losing (selling) as few shares as possible. This accomplishes the objective of getting shares out of the hands of the undesirables (you and me and people like us) and into the hands of their preferred clients and friends.
Again, this is just my theory but I have seen it before and it is a scheme as old as the hills. I do not know FOR SURE who "their" is in this case but there are some obvious guesses.
