I use Charles Schwab. Talk to Chuck. They are very attentive. Yet they have different departments that specialize in different things. So first I had to get to the Schwab Restricted Share department.

Scottrade was bought out by TD Ameritrade. So you might as well wait until after Feb 18th when the transaction closes and contact TD Aturd. I don't like them because they are not penny friendly. IMO! but there is some here who have claimed to have got there Dividends with TD Aturd!
I use Schwab!
When I first called my broker back in DEC. I found out That the dividend was in a restricted jumbo Certificate and All I had to do was pay Schwab a $80.00 fee to break mine out of the Jumbo certificate and get my restriction removed. It takes about 4 to 6 weeks.
I had to fill out and return
3 forms and They
did the rest for me at no extra charge.
Then The transfer agent Requested one additional form.
Shareholders Ledgend Removal Request!
Schwab even guided me thru it.
It was very simply.
Customer Intent Form
There are 5 choices to select. Please check off the 1st and 5th box. This will instruct me to get you a sale approval as soon as possible. It does not require you to sell within 5 days.
Complete with your name and account at the top of the form and your signature at the bottom
Seller's Representation Letter for Legend Removal Under Rule 144(b)(1)
Please provide us with the date(s) you acquired the restricted shares you are proposing to sell and how you acquired them.
Complete with your name and account at the top of the form and your signature at the bottom.
Irrevocable Stock or Bond Power Form
Please complete the top of the form with your name and account #
Leave section 2 blank. I will complete that for you.
Please sign at the bottom.
Lastly please mail this form with the original signature back to me. The original is required in order to service as your signature endorsement to make your certificate negotiable.

Those holding PURA common stock issued from Series "B" preferred stock can now submit a request directly to the transfer agent to have the restricted legend removed. The transfer agent for PURA is Signature Stock Transfer. In advance of contacting the TA, you can review the steps for having the legend removed on the TA's website:

2. TA Legend Removal Form

PURA management has authorized the TA to remove the legend without out an outside legal opinion being provided by the shareholder.

I have an account in Interactive Brokers. I’ve opened an inquiry and send them that part and link to the page. I said that they don’t need any opinion letter and to contact TA. They confirmed that info and began the process

Here is the answer. They’ll remove the legend for free

Dear Eduard Fadieiev

Please be advised that the our corporate actions team has contacted the agent and they confirmed that IB does not need an opinion letter to have the restriction lifted.

As such, IB will begin the process of the restriction being lifted by sending paperwork to the agent. Since IB will be processing this for all of our shareholders holding this position, you will not be charged the fees, etc to lift the restrictions.

Please note that this process typically takes a few weeks to a few months as the process is manual; however we try and get this resolved as fast as we can.

There is no estimated completion date, however we will work on this and try to resolve this and get the tradable shares in your account as soon as possible. Once it's been completed, you will see the new shares in your account.
