it's perfectly normal and acceptable for micro cap companies looking for publicity and eyeballs to pay for promotion that is disclosed and brings investor attention.

which brings interest...

and volume when investors think there is money to be made...

some short term, others who come in for the long haul...

they also have what seems like a good company doing IR in the medical space, which is a very positive step IMO
