That has always been the case since Fannie and Freddie entered conservatorship in 2008. However, many factors have changes from the earlier years as well:

- Goverment has acknowledged Fannie and Freddie is needed
- 30 years mortgage is needed for affordable housing mission
- Hensarling has admitted governent needs to have a backing of the mortgage
- Fannie and Freddie need to be privatized and returned to shareholders
