The article is complete BS - first O'Leary says that DarkPulse is located in Scottsdale AZ but that isn't true - DarkPulse isn't registered as a business entity with the Arizona SOS.
O'Leary stated the following:

Once again O'Leary - this article was written before the companies that were selected to build a prototype were named - and DarkPulse wasn't selected.
More yammering from O'Leary:

What government contracts he just obtained a DUNS number for a non-existent Scottsdale office.
With O'Leary it is likely ways unnamed companies.
