No it doesn't! Far from it. It reflects only the author's (Brewer in this case) opinions. If the investment community as a whole thought a report like Brewer cobbled together had any veracity, then a 10K would not be necessary.
Why would anyone be willing to accept the word of Brewer who has repeatedly lied to investors? He is a con man. There was never any 10K in the works and there was never any auditor involved.
