It's been a while, over 8 weeks in the making.
Sentiment seems to reflect that until this stock holds a $3.00 price, it wont make the uplist.

As others have noted, a stock can uplist with a sub $3.00 price if other requirements are met. If I recall VTSI said the uplist could happen as soon as end of 2017 or early 2018 which here we are. No word has trickled out since then, leaving us hanging a bit here but its still early obviously
