I suppose that might be what he meant. The Free Dictionary defines commercial grade this way:
Adj.
commercial-grade - of the kind or quality used in commerce; average or inferior; "commercial grade of beef"; "commercial oxalic acid"

I knew he didn't mean that.

The phrase is also used to distinguish merchandise or equipment used by a business or profession versus that which might be used by the typical retail buyer.....like a commercial grade washing machine or commercial grade carpet. Implying "heavy duty" and tolerant of frequent use. So I just wondered what kind of business or professional person might need commercial grade lip balm.

It wouldn't have been my choice of descriptions. But hey, I freely admit that I don't possess the marketing genius of Mr. Shaw.

Then whoever wrote the "presser" has no clue! "COMMERCIAL GRADE" in this context, means nothing to the market and/or the prospective consumer!

To the market and individual prospective consumer "COMMERCIAL GRADE" means "ROBUST", not "WE FINALLY FINISHED DEVELOPING THE PRODUCT!"

It is virtually certain there are now hordes of consumers feverishly searching the shops of America to find "COMMERCIAL GRADE" LIP GOOP!
